Suvendu Adhikari News: রাজ্যে পূর্বতন শাসক শিবিরের ক্ষমতা যেতেই শিক্ষা-স্বাস্থ্য থেকে শুরু করে শিল্পের ভোল বদলে দিতে চাইছে নতুন বিজেপি সরকার। আর সেই লক্ষ্যে এবার রাজ্যে আসা বিনিয়োগকারীদের জন্য একগুচ্ছ নয়া সুযোগ সুবিধার কথা জানিয়েছেন মুখ্যমন্ত্রী শুভেন্দু অধিকারী। সূত্রের খবর, উৎপাদনকারী শিল্প সংস্থাগুলির ক্ষেত্রে এসজিএসটি-তে আর্থিক সহায়তা, পাঁচ বছর পর্যন্ত বিদ্যুৎ শুল্কের প্রতিপূরণ এবং প্রকল্পের জমি কেনার ক্ষেত্রে স্ট্যাম্প ডিউটির প্রতিপূরণের ঘোষণা করল রাজ্য সরকার। গবেষণা ও উন্নয়ন এবং নতুন প্রযুক্তি ব্যবহারের ক্ষেত্রেও বিশেষ সহায়তার সংস্থান রাখা হয়েছে। ক্ষুদ্র, ছোট ও মাঝারি শিল্পের ক্ষেত্রেও যন্ত্রপাতির সুদ এবং আধুনিক প্রযুক্তি ব্যবহারে আর্থিক সুবিধা দেওয়ার কথা বলা হয়েছে।
রাজ্যে শিল্পায়নের গতি বাড়াতে বিনিয়োগকারীদের জন্য একগুচ্ছ সুযোগ-সুবিধা-
শুধু উৎপাদন শিল্প নয়, পরিষেবা ক্ষেত্রের ইউনিটগুলির জন্যও থাকছে পাঁচ বছর পর্যন্ত বিশেষ সুবিধা। এসজিএসটি-তে আর্থিক সহায়তা, ইপিএফ সংক্রান্ত সুবিধা, বিদ্যুৎ শুল্কের প্রতিপূরণ এবং নিজস্ব নেওয়া জায়গার ভাড়ার ক্ষেত্রে সহায়তার ব্যবস্থা রাখা হয়েছে। বিশেষ গুরুত্ব দেওয়া হয়েছে অগ্রাধিকারপ্রাপ্ত ক্ষেত্রগুলিকেও। মহিলা, তফসিলি জাতি ও উপজাতি এবং বিশেষভাবে সক্ষম উদ্যোগপতিদের জন্য থাকছে অতিরিক্ত সুযোগ-সুবিধা। গ্রিন সেক্টর বা পরিবেশবান্ধব শিল্পের ক্ষেত্রেও বিশেষ গুরুত্ব দেওয়া হয়েছে। তালিকাভুক্ত একাধিক শিল্পক্ষেত্রের ইউনিটগুলি পেতে পারে অতিরিক্ত সুবিধা।

I am proud to announce the launch of The West Bengal Investment Promotion Policy, 2026, an ambitious roadmap designed to drive sustainable investment, foster high-value industries and create quality jobs across every district of our State. This policy is anchored on the principle that real economic growth must put employment first, uplift priority regions and guarantee strict, accountable governance timelines.
Key Highlights of the Policy:
* Jobs Come First: Every new job created will be rewarded. We are extending substantial employer EPF contribution reimbursements, leading with 100% reimbursement for women and transgender employees in MSMEs for 10 years, 75% for women in eligible service units and robust support for large and strategic industrial projects. We are also committing grants toward Working Women’s Hostels to ensure safe, inclusive workplace ecosystems.
* Balanced Regional Development: Higher financial assistance up to 120% of Eligible Fixed Capital Investment (FCI) will be granted to units operating in our designated Priority Areas and Thrust Sectors.
* Future-Ready Thrust Sectors: Targeted fiscal benefits, power support and stamp duty relief will accelerate frontier industries, including semiconductors, green hydrogen, emerging digital technologies, defence, electric vehicles, biotechnology, specialty steel, textiles and advanced R&D.
* Green & Resilient Industry: Open access and net metering are prioritized, with 100% surcharge waivers on open-access green power for applications up to March 2030.
* Time-Bound, Hassle-Free Governance: Ease of doing business is backed by strict institutional guarantees - a single-window portal with a 30-day delivery of Certificates of Intent, a 45-day timeline for Certificates of Eligibility upon production, faceless claims processing and dedicated "Biz Buddy" Relationship Officers under high-level review.

অন্যদিকে, হাসপাতাল, মেডিক্যাল কলেজ, বিশ্ববিদ্যালয়-সহ অলাভজনক প্রতিষ্ঠানগুলির ক্ষেত্রেও বিনিয়োগ ও কর্মসংস্থানের ভিত্তিতে বিশেষ সুবিধার কথা উল্লেখ করা হয়েছে। রাজ্যে বিপুল বিনিয়োগের পাশাপাশি আগামী দশ বছরে কর্মসংস্থানের সুযোগ তৈরির লক্ষ্যও রাখা হয়েছে।
জানা গিয়েছে, সিঙ্গল উইন্ডো পোর্টালের মাধ্যমে অনলাইনে আবেদন করতে পারবেন উদ্যোগপতিরা। আবেদন জমা পড়ার পর ৩০ দিনের মধ্যে শর্তাবলি-সহ ইনসেনটিভের অনুমোদন সংক্রান্ত প্রাথমিক শংসাপত্র দেওয়ার কথা রয়েছে। এরপর উৎপাদন শুরুর পরে ৪৫ দিনের মধ্যে সার্টিফিকেট অফ এলিজিবিলিটি দেওয়া হবে। দাবি ও প্রয়োজনীয় নথি জমা পড়ার পরবর্তী ৩০ দিনের মধ্যে সরাসরি সংশ্লিষ্ট শিল্প ইউনিটের অ্যাকাউন্টে পৌঁছে যাবে আর্থিক সহায়তা। সব মিলিয়ে বলা যেতে পারে বাংলায় কর্মসংস্থানে আরও বেশি করে জোর দিতে শিল্পায়নের ক্ষেত্রে লগ্নিকারীদের একগুচ্ছ সুযোগ সুবিধা দিচ্ছে নতুন রাজ্য সরকার।
